Seeking Policy Support for Recycled Paper to Achieve "Zero Tariff"

In 2022, Tianjin Customs proposed to the General Administration of Customs and other departments to reduce the import tariff on recycled paper, which was successfully adopted. Starting this year, Jiulong Packaging achieved zero import tariff on recycled paper.
Jiulong Packaging is mainly engaged in the production and sales of cardboard and cardboard boxes, using imported recycled paper as the raw material.
During the regular tax policy research conducted by enterprises in the territory of Ninghe Customs, it was found that both paper packaging enterprises and upstream papermaking enterprises have the intention to reduce the tariffs on imported recycled paper. Because recycled paper is an environmentally friendly paper that conforms to the direction of green development in the industry, Tianjin Customs has formed a special service team to help the paper packaging industry reduce costs and increase efficiency. It has visited the enterprise dozens of times for research, and has repeatedly communicated with experts from the National Waste Paper Association to solicit opinions. Finally, a research report on the tax policy of recycled paper was formed to reflect the enterprise's tariff revision recommendations, which were reported to the Tariff Department of the General Administration of Customs and the National Tariff Responsibility Committee. The recommendations were successfully adopted.
This month, Jiulong Packaging received zero tariffs on 1000 tons of recycled paper imported from Vietnam.
Make good use of the policy "toolkit". This year, Tianjin Customs continues to increase research and visits for imported soybeans, oil extraction equipment, and other commodities, collect enterprise needs, and further seek policy support from departments such as the General Administration of Customs.
